What is ICOP?

ICOP (Industry Code of Practice for Safety) is the mandatory safety compliance framework issued by SPAD (now APAD) for all licensed goods vehicle operators in Malaysia. It was gazetted under Pekeliling SPAD Bil. 11 Tahun 2013 and has been enforceable since 1 November 2013. The legal basis is Section 57 of the Land Public Transport Act 2010 (Act 715).

Who Must Comply?

Any company or individual holding a Goods Vehicle Licence (GVL) — including lorries, trailers, tankers, and refrigerated vehicles — must comply with ICOP. A SHE Committee is mandatory if you operate 4 or more goods vehicles (excluding trailers) or have 40 or more employees.

Penalties for Non-Compliance

Section 57(3) — Land Public Transport Act 2010 (Act 715)

Any person who contravenes or fails to comply with the ICOP shall be guilty of an offence and shall, on conviction, be liable to a fine of not less than RM1,000 and not more than RM500,000, or to imprisonment for a term not exceeding 2 years, or to both.

Section 62 — License Action

APAD may cancel or suspend the Goods Vehicle Licence (GVL) of any operator found to be non-compliant with ICOP requirements. This can halt all business operations immediately.

Frequently Asked Questions

Is ICOP the same as ISO or other certifications?
No. ICOP is a mandatory legal requirement specific to Malaysian goods vehicle operators under APAD. ISO certifications are voluntary international standards. You must comply with ICOP regardless of any ISO certification status.
What is the SHE Committee requirement?
Under ICOP Code 2, operators with 4 or more goods vehicles (excluding trailers) OR 40 or more employees must establish a formal SHE Committee, appoint an SHO or SHS, and document all committee activities.
What is the Lampiran A2 and Lampiran B inspection?
Lampiran A2 is the daily pre-trip inspection checklist completed by the driver. Lampiran B is the daily vehicle inspection checklist — to be completed both before departure and after return. Both are official APAD forms retained for 7 years.
What records must I keep for 7 years?
ICOP Code 25 specifies 26 categories including: driver recruitment records, training certificates, medical records, driving log books, trip journey plans, Lampiran A2 and B forms, GPS trip records, incident reports, maintenance records, fuel records, audit reports, HIRARC, Emergency Response Plans, and complaint records.
How soon must I report an accident?
Under ICOP Code 23: within 2 hours of an accident, notify the APAD hotline. Within 72 hours, submit a full written accident report. Failure to report is a separate offence.
What GPS requirements apply?
ICOP Code 13 requires GPS on every goods vehicle. Code 14 requires daily GPS monitoring records with speed violations investigated and documented. Continuous driving beyond 4 hours triggers driver relief (Code 7).
What are the 7 mandatory safety equipment items?
ICOP Code 18 requires every goods vehicle to carry: (1) flashlight, (2) warning triangle, (3) first aid kit, (4) minimum 5 traffic cones, (5) road delineators, (6) minimum 9kg dry powder fire extinguisher, and (7) safety vest for the driver.
Can I be fined for not having a written Safety Policy?
