What is ICOP? — Industry Code of Practice for Safety

ICOP (Industry Code of Practice for Safety of Commercial Vehicles) is the mandatory safety compliance framework for all licensed goods vehicle operators in Malaysia. It was issued by SPAD (Suruhanjaya Pengangkutan Awam Darat, now APAD — Agensi Pengangkutan Awam Darat) under Pekeliling SPAD Bil. 11 Tahun 2013.

The legal basis for ICOP is Section 57 of the Land Public Transport Act 2010 (Act 715). ICOP has been fully enforceable since 1 November 2013. Every company or individual holding a Goods Vehicle Licence (GVL) — including lorries, trucks, trailers, tankers, and refrigerated vehicles — must comply with all 26 ICOP codes.

ICOP is not optional. It is not a guideline. It is a legal requirement. Failure to comply with ICOP can result in fines of up to RM500,000, imprisonment of up to 2 years, or both. APAD may also suspend or cancel your Goods Vehicle Licence under Section 62, which would immediately halt all your business operations.

JISA Audit Preparation

JPJ Inspection and Safety Audit (JISA) — What Inspectors Check

A JISA audit (JPJ Inspection and Safety Audit) is conducted by JPJ (Jabatan Pengangkutan Jalan) to verify your ICOP compliance. Nexhaul Safe keeps you audit-ready at all times.

Legal Consequences

ICOP Penalties — RM500K Fines & Licence Cancellation

Section 57(3) — Land Public Transport Act 2010 (Act 715)

Any person who contravenes or fails to comply with the ICOP shall be guilty of an offence and shall, on conviction, be liable to a fine of not less than RM1,000 and not more than RM500,000, or to imprisonment for a term not exceeding 2 years, or to both.

Section 62 — ICOP Licence Action

APAD may cancel or suspend the Goods Vehicle Licence (GVL) of any operator found to be non-compliant with ICOP requirements. This can halt all business operations immediately.
