The complete ICOP compliance platform for Malaysian goods vehicle operators. All 26 ICOP codes handled. Digital Lampiran A2 & B inspections, driver logbooks, GPS monitoring, and 7-year record retention — JISA audit-ready from day one.
ICOP Explained
ICOP (Industry Code of Practice for Safety of Commercial Vehicles) is the mandatory safety compliance framework for all licensed goods vehicle operators in Malaysia. It was issued by SPAD (Suruhanjaya Pengangkutan Awam Darat, now APAD — Agensi Pengangkutan Awam Darat) under Pekeliling SPAD Bil. 11 Tahun 2013.
The legal basis for ICOP is Section 57 of the Land Public Transport Act 2010 (Act 715). ICOP has been fully enforceable since 1 November 2013. Every company or individual holding a Goods Vehicle Licence (GVL) — including lorries, trucks, trailers, tankers, and refrigerated vehicles — must comply with all 26 ICOP codes.
ICOP is not optional. It is not a guideline. It is a legal requirement. Failure to comply with ICOP can result in fines of up to RM500,000, imprisonment of up to 2 years, or both. APAD may also suspend or cancel your Goods Vehicle Licence under Section 62, which would immediately halt all your business operations.
ICOP organises all 26 codes into 5 compliance pillars. Each pillar addresses a critical area of goods vehicle operations. Nexhaul Safe covers all 26 codes across all 5 pillars in a single integrated platform:
The Problem
ICOP compliance is complex. 26 codes across 5 pillars. Paper records. Manual inspections. One missed requirement can cost you RM500,000.
Source: MIROS Road Safety Research & Pekeliling SPAD Bil. 11/2013 (enforcement since 1 Nov 2013)
26 codes across 5 pillars — driver management, vehicle checks, GPS, records, risk management. One missed ICOP requirement is a penalty.
ICOP Code 25 requires 7 years of records across 26 categories. Paper stacks and scattered files fail JISA audits and APAD inspections.
Under Section 62 APAD, non-compliant operators face ICOP licence suspension or cancellation — not just fines.

JISA Audit Preparation
A JISA audit (JPJ Inspection and Safety Audit) is conducted by JPJ (Jabatan Pengangkutan Jalan) to verify your ICOP compliance. Nexhaul Safe keeps you audit-ready at all times.
During a JISA audit, JPJ inspectors will check the following areas. Each area corresponds to specific ICOP codes. Nexhaul Safe handles every requirement digitally:
PDRM criminal clearance, JPJ licence validity, KEJARA demerit records, medical certificates (every 6 months), annual training certificates. Nexhaul Safe stores all driver files digitally with auto-expiry alerts.
Daily driver inspection forms (Lampiran A2) and vehicle inspection forms (Lampiran B) must be completed for every trip and retained for 7 years. Nexhaul Safe digitises both forms via mobile PWA.
GPS must be installed on every vehicle. Daily monitoring records, speed violations, and driving hour logs (max 4hr continuous) must be documented. Nexhaul Safe auto-detects GPS violations.
Written Safety Policy signed by top management, SHE Committee meeting minutes, SHO/SHS appointment letters, training attendance records. Nexhaul Safe provides digital templates with e-signatures.
All 7 mandatory safety items must be present: flashlight, warning triangle (MS 2294:2010), first aid kit, 5 traffic cones (MS 1216), road delineators, 9kg fire extinguisher (MS 1539), safety vest (MS 1731:2004).
Internal audits every 6 months using Lampiran C format. All 26 record categories retained for 7 years. Nexhaul Safe generates audit reports and keeps all records export-ready for JISA inspections.
Nexhaul Safe eliminates all of these failures. Every ICOP requirement is tracked, alerted, and audit-ready.
Getting Started
Follow this step-by-step ICOP compliance checklist to achieve full compliance and pass your JISA audit.
Ensure your Goods Vehicle Licence is current and all vehicles are registered. This is the foundation of ICOP compliance.
If you have ≥4 vehicles or ≥40 employees, appoint an SHO/SHS and form the committee. Hold monthly meetings and keep minutes for 7 years.
Draft and sign a written Safety Policy covering all ICOP pillars. Get it signed by the highest authority in your organisation.
Collect all driver documents: PDRM clearance, JPJ licence, KEJARA demerit check, medical cert. Schedule annual training. Store everything digitally.
Implement Lampiran A2 (driver self-check) and Lampiran B (vehicle check) for every trip. Nexhaul Safe digitises both forms via mobile PWA.
Ensure all vehicles have GPS. Monitor daily, log trips, enforce 4-hour driving limits. All violations must be investigated and documented.
Conduct internal audits every 6 months using Lampiran C. Keep all records for minimum 7 years. Stay JISA audit-ready at all times.
Legal Consequences
Any person who contravenes or fails to comply with the ICOP shall be guilty of an offence and shall, on conviction, be liable to a fine of not less than RM1,000 and not more than RM500,000, or to imprisonment for a term not exceeding 2 years, or to both.
APAD may cancel or suspend the Goods Vehicle Licence (GVL) of any operator found to be non-compliant with ICOP requirements. This can halt all business operations immediately.
Real enforcement data — MIROS Report
Goods vehicle accident deaths rose from 197 (2002) to 247 (2011). Top contributing factors: dangerous driving (16.2%), overloading (13%), speeding (12.2%), driver fatigue (9.9%), SHE violations (9.6%). All are directly addressed by ICOP codes and verified during JISA audits.
Digital Inspection Forms
Stop using paper forms. Nexhaul Safe digitises the official APAD inspection checklists required by ICOP Codes 12, 15, and 18.
The official APAD daily pre-trip inspection checklist completed by the driver before every journey (ICOP Code 12).
The official APAD vehicle inspection checklist completed before departure and after return (ICOP Code 15).
Both forms are required for every trip. Missing forms = ICOP non-compliance = JISA audit failure.
